🌐 What is UNWTO?
The United Nations World Tourism Organization — UNWTO — is the United Nations specialised agency responsible for the promotion of responsible, sustainable, and universally accessible tourism. Founded in 1975, it is the premier international body for tourism policy, standards, and statistics. Every definition of tourism you use in your studies — from “usual environment” to “tourist arrivals” — originates from UNWTO.
Its headquarters is in Madrid, Spain. Its work spans 156 member states, 6 associate members, and over 500 affiliate members — making it one of the most broadly representative specialised agencies of the United Nations system.

🏛️ Organisational Structure of UNWTO
General Assembly
The supreme governing body of UNWTO. Meets every two years. All full member states are represented. Sets the overall direction, approves the budget, and elects the Secretary-General. Each member state has one vote.
Executive Council
The governing board of UNWTO. Meets twice a year. Ensures the organisation carries out its work. Composed of members elected by the General Assembly — one seat for every five full members.
Specialised Committees
Advise on specific areas — Programme and Budget Committee, Committee on Statistics and Tourism Satellite Account (TSA), Committee on Sustainable Development of Tourism, and others.
Secretariat
The operational arm led by the Secretary-General. Implements decisions of the General Assembly and Executive Council. Includes divisions for management, services, and six sections covering Africa/Middle East, Americas/Europe, and East Asia/Pacific/South Asia.

India is a full member of UNWTO under the Asia & Pacific regional programme. India has actively participated in UNWTO General Assemblies and has hosted several UNWTO events. India’s tourism statistics — foreign tourist arrivals, foreign exchange earnings, domestic tourism numbers — are compiled and submitted to UNWTO annually. India ranked 39th in UNWTO’s Tourism Competitiveness Index 2024, up from 54th in 2019, reflecting significant progress in infrastructure and digital tourism.
