Government & IATA Rules for Approval — How to Get Your Travel Agency Recognised

Starting a travel agency is one thing. Getting it recognised by the Ministry of Tourism and approved by IATA is another — and it makes all the difference. Here is the complete guide to government and IATA recognition rules for travel agencies and tour operators in India.

🏛️ Why Recognition Matters

Recognition from Ministry of Tourism (Government of India) and IATA approval are not just certificates on the wall. They unlock financial incentives, commission structures, client trust, and access to the global travel distribution system. Without IATA approval, an agency cannot issue airline tickets directly. Without Ministry recognition, it cannot access government travel contracts.

📋 Ministry of Tourism Rules — Travel Agency Recognition
Rule 1 — Purpose
Voluntary scheme open to all bonafide travel agencies. Aim: promote travel and tourism in India. Applications addressed to: Director General of Tourism, Transport Bhawan, 1 Parliament Street, New Delhi — 110001.
Rule 2 — Capital Requirement
Minimum paid-up capital (or capital employed) of ₹5.00 lakh — supported by audited Balance Sheet or Chartered Accountant’s certificate.
Rule 3 — IATA Requirement
Must be approved by IATA OR be a General Sales Agent (GSA)/Passenger Sales Agent (PSA) of an IATA member airline. Must have been in operation for minimum one year after IATA approval.
Rule 4 — Office Space
Minimum office space: 250 sq ft (100 sq ft for hilly areas above 1000m). Must be in neat, clean surroundings. Equipped with: telephone, fax, computer reservation system. Preferably ground floor or first floor with reception area and toilet access.
Rule 5 — Staff Requirements
Minimum 4 qualified staff. At least 2 must have Diploma/Degree in Travel & Tourism from recognised university, IITTM, or AICTE-approved institution. In-charge must be adequately trained in ticketing, itineraries, transport, accommodation, currency, customs regulations, and foreign languages.
Rule 6 — Income Tax
Must be income-tax assessee and have filed IT Return for current assessment year.
Rule 7 — Duration of Recognition
Recognition granted for 3 years initially. Renewed every 5 years thereafter.

📋 Ministry of Tourism Rules — Tour Operator Recognition
Capital
Minimum paid-up capital of ₹2.00 lakh. Turnover from tour operations minimum ₹10.00 lakh (supported by CA certificate).
Experience
Must have been in operation for minimum 2 years before application date.
Office & Staff
Same as travel agency: 250 sq ft office, minimum 4 staff with 2 having tourism degree/diploma.
Fees
Same fee structure: ₹5,000 (Head Office), ₹3,000 (Branch), ₹2,000/₹1,000 (Renewal).
Duration
Recognition granted for 3 years, renewed every 5 years.
✈️ IATA Approval for Travel Agencies

IATA (International Air Transport Association) approval allows a travel agency to issue airline tickets and earn commission directly from airlines. Without IATA approval, agencies must work through an IATA-approved agency — limiting their services and revenue. IATA approval requirements include: financial guarantees, staff qualifications, office facilities, GDS system installation, and compliance with IATA resolutions. Once approved, the agency gets access to BSP (Billing and Settlement Plan) — the global payment settlement system between airlines and agents.
